The reason is that there are not many characters in the forest. Spawn rate depends on the number of characters in this area or location. Look for porcini mushrooms in the western, eastern and northern parts of the forest. Most of them are in the western part (this place is for 9 lvl) and in the northern part near wolves (15 lvl). Don't look for them near the town.
